Buildings & Energy
The Buildings & Energy subcommittee focuses on strengthening Fairfield’s built environment to support long-term resilience, affordability, and community well-being. This work centers on improving housing quality, advancing energy-efficient and durable construction practices, supporting a skilled local trades workforce, and making better use of existing residential and non-residential buildings.
Current efforts emphasize assessment, coordination, and planning to align codes, incentives, training, and partnerships. Early implementation focuses on understanding building conditions, expanding education and workforce pathways, and supporting collaborative approaches that reduce long-term costs and improve safety, comfort, and resilience across Fairfield.
Buildings & Energy Focus Areas
The Buildings & Energy section of the Plan outlines a phased approach to improving Fairfield’s housing, buildings, and construction systems over time. The plan prioritizes data gathering, coalition-building, and education in the near term, followed by targeted programs, incentives, and policy improvements that support durable, energy-efficient construction and long-term community resilience.

Healthy Neighborhoods and Quality Housing
This focus area aims to improve housing quality, safety, affordability, and energy efficiency across Fairfield’s residential neighborhoods. Early efforts focus on assessing housing conditions, identifying priority needs, and organizing partnerships, with long-term goals of expanding repair programs, improving codes and enforcement, and ensuring that Fairfield’s housing stock supports healthy, resilient communities.

Construction & Maintenance Tradespeople
Focussed on strengthening Fairfield’s construction and maintenance workforce by expanding training pathways, improving access to education and incentives, and increasing awareness of high-quality, energy-efficient building practices. Early efforts focus on coalition-building, workforce assessment, and reducing barriers to entry into the trades, with long-term goals of supporting a skilled, diverse workforce that can meet local housing and building needs.

Non-Residential Buildings
Focussed on addressing Fairfield’s vacant and underutilized commercial and institutional buildings and their potential for adaptive reuse. Work in this area emphasizes building inventories, modernizing codes, aligning incentives, and supporting collaborative redevelopment strategies that improve energy performance, strengthen downtown and neighborhood vitality, and reduce long-term operating costs.
